Background of the Study

Whistleblowing plays a critical role in promoting transparency and accountability in government institutions by exposing corruption, financial mismanagement, and other unethical practices (Olalekan & Adegboyega, 2023). In Nigeria, where corruption remains a significant challenge, the need for robust whistleblower protection mechanisms is paramount to ensure that individuals who report unethical activities are not subjected to retaliation. The Nigerian government has recognized the importance of whistleblowing, establishing policies aimed at safeguarding whistleblowers' identities and rights. However, the effectiveness of these policies remains an area of concern, especially in government agencies like the Economic and Financial Crimes Commission (EFCC), which is at the forefront of the fight against corruption.

The effectiveness of whistleblower protection policies is particularly crucial in Kebbi State, where local government institutions are often scrutinized for corruption-related issues. Despite the presence of laws such as the Nigerian Whistleblower Protection Act of 2017, questions remain regarding the actual implementation and impact of these policies. The EFCC, as a key anti-corruption agency, has a significant role to play in promoting ethical practices within Nigerian government institutions. However, if whistleblowers are not adequately protected, they may be deterred from reporting, thereby hindering efforts to combat corruption effectively (Ibrahim & Adeyemo, 2024). This study aims to evaluate the effectiveness of the whistleblower protection policies within the EFCC in Kebbi State, identifying the gaps in implementation and proposing recommendations for improvement.

Statement of the Problem

Despite the establishment of whistleblower protection policies, there are concerns about the protection of whistleblowers within Nigerian government institutions. Whistleblowers often face retaliation, including harassment, job termination, and even threats to their personal safety. This undermines the objectives of these policies and prevents individuals from reporting corruption and unethical behavior. The Economic and Financial Crimes Commission (EFCC), as a prominent agency in Nigeria’s fight against corruption, must ensure that whistleblowers are protected to encourage the exposure of corruption and foster transparency. This study seeks to evaluate the effectiveness of whistleblower protection policies at the EFCC in Kebbi State and assess their impact on encouraging individuals to report corruption without fear of retaliation.

Objectives of the Study

  1. To evaluate the effectiveness of whistleblower protection policies at the EFCC in Kebbi State.
  2. To examine the challenges faced by whistleblowers in Nigerian government institutions, specifically within the EFCC.
  3. To provide recommendations for improving the implementation of whistleblower protection policies in Nigerian government institutions.

Research Questions

  1. How effective are whistleblower protection policies in the EFCC in Kebbi State?
  2. What challenges do whistleblowers face in Nigerian government institutions, particularly within the EFCC?
  3. How can the implementation of whistleblower protection policies in Nigerian government institutions be improved?

Research Hypotheses

  1. H1: There is a significant relationship between the effectiveness of whistleblower protection policies and the level of corruption reporting within the EFCC in Kebbi State.
  2. H2: Whistleblowers in Nigerian government institutions face significant challenges that hinder their ability to report corruption effectively.
  3. H3: Strengthening whistleblower protection policies leads to an increased willingness to report unethical practices in government institutions.

Scope and Limitations of the Study

The study will focus on the EFCC in Kebbi State and will assess the effectiveness of its whistleblower protection policies in encouraging reporting of corruption. The study may be limited by the difficulty in obtaining direct feedback from whistleblowers due to concerns about anonymity and safety. Additionally, the scope is limited to government institutions within Kebbi State and may not be generalizable to other states in Nigeria.
